Devp is greatly enhanced when rooted in spirituality:

Acharya Dr Lokesh Muniji

‘Arth, Kama, Dharma and Moksha’ are the four aspects of human life. Material development is beneficial if it is based on the foundation of spirituality, otherwise it is detrimental. According to Lord Krishna in the Bhagwat Gita, a balance between spirituality and materialism is essential for true wealth, prosperity and development. Stating this, founder of Ahimsa Vishwa Bharti Jain Acharya Dr Lokesh Muniji urged that everyone should actively contribute to the process of building, upliftment and development of the nation by following this time-honoured mantra. A strong spiritual foundation is important when aiming for material achievement, Acharya Dr Lokesh Muniji said and asserted that sustainable development is only possible when accompanied by spirituality and any development without spirituality cannot last long.
